At Santee's September 22, 2022 City Council Meeting, the City proposed approval of the Fanita Ranch sprawl project. In 2021, the City passed Ordinance No. 592 so that City staff can determine that a housing project is "essential," consistent with Santee's General Plan, and therefore not subject to a popular vote. By relying on the ordinance to approve the Fanita Ranch project, the City of Santee violated Measure N, which requires a popular vote for general plan amendments.
